I did not use a compiler in my Miniboard/robot, so I am not a good person to talk about how they work. I did ask on the News group, comp.robotics what the recommended compiler for the Miniboard was, and the resounding (4 to 1) answer was to use The ImageCraft HC11 C Compiler. Some friends of mine attempted to use the freeware version of ICC11... this caused them no end of headaches and they really, really, really wish they had bought a commercial version. A compiler should have its own specific downloader program. Different downloading programs are probably incompatible.
